HELP please! change hair styles? hair dried, wavy/curly?

Ok well my hair looks like its dried out, have a lot of waves going on, and it seems like they pop up in the middle, like its sticking up. Also they tend to curl up in the front..Im trying to get a "shaggy" look to it, something like zac efron's hair but a little less shaggy:

what i dont get is mine hair does look shaggy during the summer. i dont know ifs it because of the sun and the pool water

or the haircut im getting?

i get a 2 on the sides and they use a clippers on the top

so any opnions on what i should do?
